A woman was fatally shot Tuesday in Northeast Washington, and an arrest has been made in connection with the death, D.C. police said.
Marilyn Payne, 69, of Northeast Washington, was found after officers were called about 5:15 a.m. to check on someone in the 1600 block of Webster Street NE, police said. She was found in a house and died at the scene, they said.
